The Infra Loop

Hello — here’s what matters across ASEAN infrastructure today.

MUST KNOW

Philippines suspends Reserve Market trading

The Philippines suspended Reserve Market commercial dispatch and settlement from 14 October, following an ERC order dated 12 October. Existing ancillary-service contracts and designated arrangements continue to supply reserves while the pricing framework is reviewed.

Why it matters: Storage and flexible-generation investors face an interruption to merchant reserve revenues. Contracted procurement and the eventual redesign become the next underwriting tests.

Batam blackout tests data-centre power resilience

PLN confirmed that Batam’s 12 October blackout interrupted electricity supply to data-centre facilities. Batam supply was restored by 13 October, although Bintan still faced rotating supply in that afternoon’s update. Server downtime was not established.

Why it matters: Backup generation, separate supply routes and service-contract compensation warrant closer scrutiny. PLN’s proposed dual-substation supplies remain an upgrade plan; the investigation and implementation timetable are the next tests.

AirTrunk reportedly delays its Singapore REIT IPO

AirTrunk has postponed a planned Singapore REIT IPO that could raise approximately US$1.5 billion, Reuters reported on 13 October, citing people familiar with the matter. A revised launch date has not been decided. AirTrunk did not immediately respond; Blackstone declined to comment.

Why it matters: Regional data-centre sponsors cannot assume public-market exits will be available on schedule. Funding plans need room for a longer holding period and a different valuation or yield; revised terms will be the next signal.

DEALS & PROJECTS

Batang Toru begins reservoir filling

Reservoir filling began on 9 October at North Sumatera Hydro Energy’s 510MW Batang Toru hydropower project. Equipment testing, grid-entry tests and an operating certificate remain outstanding; the ministry targets operation for Christmas and New Year demand.

Why it matters: This advances a substantial supply addition for northern Sumatra. The remaining tests determine when installed capacity can become dependable operating capacity.

IJM lands RM1.23 billion Kulim contract

IJM announced on 12 October a RM1.23 billion semiconductor-facility construction contract at Kulim Hi-Tech Park. Its scope includes production and utility buildings, cleanrooms, process utilities, and water and wastewater infrastructure. Construction is scheduled for Q4 2026, with completion in Q4 2027.

Why it matters: This is contracted industrial demand with substantial utility content. The 14-month programme puts systems coordination, testing and commissioning at the centre of execution risk.

WORTH TALKING ABOUT

Malaysia’s budget addresses grids and construction costs

Malaysia’s 9 October Budget 2027 highlighted RM15 billion of TNB grid investment, within its existing RM43 billion 2025–27 programme. The government also proposed restoring diesel and bitumen price-variation provisions and extending enhanced green investment allowances through 2030.

Why it matters: Grid spending supports delivery, while cost-adjustment clauses could reduce contractor exposure. Eligibility, contract implementation and commissioning determine the practical benefit; budget announcements still need to translate into executed measures.

WIDER LOOP

Volta’s loan tests AI-credit appetite

Bloomberg reported on 13 October that JPMorgan and Goldman Sachs underwrote US$1.3 billion of Volta’s proposed US$5 billion financing, while its US$3.7 billion GPU loan lacks their underwriting. Semafor reported an expected rate of at least 11%, with allocations still being negotiated.

Why it matters: For ASEAN compute projects, tenant credit and GPU collateral can influence borrowing costs. These remain reported terms for a Norwegian project; final pricing and committed funding will show how much risk lenders will carry.
